Statement on the Independent Review into the Megan Khung Case

Friday, 24 October 2025 – Children’s Aid Society commends MSF for conducting an independent review into the tragic death of Megan Khung. This review highlights the importance of independent oversight and transparency, as they create space to examine what is working, what is not, and where gaps remain in the child protection ecosystem. We value this willingness to reflect, as meaningful improvements depend on honest assessment.

While we appreciate the strengthened protocols and improved coordination following this tragedy, child protection is a shared responsibility that goes beyond procedural compliance. We must also address the factors that influence professional judgment, vigilance, and sensitivity at every level of the system. Children’s Aid Society welcomes ongoing conversations with MSF and other community partners to understand systemic challenges and explore solutions together, so that children and youths receive timely and appropriate support.

At Children’s Aid Society, we are committed to reflecting on our own practices in light of these findings. We will continue to review and improve internal processes and ensure that every intervention is grounded in the well-being and best interests of the children and youths we serve.
