100% of the residents at Melrose Home and 80% of our Melrose Care clients exhibit trauma symptoms due to abuse, neglect and other challenging life circumstances.
Our mission is clear: to enhance the quality of care and support for our residents and offer advanced clinical assistance to the broader community. We recognise the presence of trauma symptoms, acknowledge the role trauma may play in our residents' lives and understand the pathways they need for recovery.
As a result of the challenging circumstances they have experienced, our residents struggle with trauma symptoms that have not been adequately addressed. At Melrose Home, we create a care environment that increases our residents’ sense of safety, resilience and capacity to be empowered, independent and collaborative individuals.

Why rebuild?
Our mission at CAS is clear: to enhance the quality of care and support for our Melrose Home residents, while also extending advanced clinical assistance to the community through Melrose Care.
However, we face a significant obstacle due to the physical limitations of our current premises at 503 Clementi Road, which has been home to our children and youths at Melrose Home for the past 50 years. The limited space and resources pose a challenge to our goal of expanding our services and offering top-notch care that aligns with international best practices.
Where is the Clementi property?
Our property, which we are raising funds to redevelop and turn into Melrose Village, is situated at 503 Clementi Road, between the SIM Campus and Ngee Ann Polytechnic. Melrose Home had been situated there since 1969 until we temporarily relocated to Boon Lay in 2019.
Is Melrose Home currently at the Clementi premises?
In 2019, Melrose Home moved to a temporary location at 35 Boon Lay Avenue, where it continues to operate until now. The decision to move was driven by the discovery of asbestos in the 50-year-old building, which posed significant health risks to the residents. Asbestos, a material once commonly used in construction but is now banned in Singapore, can lead to serious health issues, including cancer.
What will Melrose Village consist of?
Melrose Village will offer a significant 60% increase in space, expanding from the current 2,200sqm within 50-year-old structures to a spacious 3,500sqm in a newly constructed building.
Once completed, Melrose Village will boast the following features:
1. A shift to a smaller group home-like setting for residents, moving away from the current large dormitory style
Research-based evidence suggests that a smaller group arrangement with a home-like setting, resembling small apartments, is more appropriate and effective for providing care to children and youths with a history of severe trauma.
2. Proper facilities for family visitations, counselling and specialised therapies
Reunification and reintegration into the family and community requires continual support, and having access to advanced counselling and psychological services within the same compound will aid in the healing process for our children and youths.
3. Advanced counselling and psychological services, along with conducive facilities for study, music, sports and recreational activities
The complex nature of child welfare cases calls for more advanced counselling and psychological services, such as art therapy and play therapy. Personalised academic guidance and coaching for the school curriculum will also be available, along with facilities that promote holistic mental and physical development through activities like study, music, sports and recreation.
4. Hostel facilities for older youths to provide a longer period of assured independence
While CAS aims to support older youths transitioning into adulthood and reintegrating into society, some youths may not be fully ready to live independently in the community. The hostel facilities will offer these youths a sense of having their own space while remaining close to the CAS staff for continuous support and guidance.
