Research Launch on Care Leavers’ Experiences

On 23 July 2025, we launched our latest research study, “Where Reintegration Is Not An Option: Post-Care Housing for Youths Who Age Out of Care in Singapore“. 

Conducted in collaboration with Quantedge Foundation (Singapore), the study evaluates the Thrive21+ Housing Programme, part of a three-year pilot initiative run by CAS’s residential care service, Melrose Home. Thrive21+ supports youths aged 17 and above who are preparing to age out of care by equipping them with essential life skills needed to navigate adulthood with confidence. 

Central to the initiative is a Housing Programme that allows eligible participants to rent an apartment in the community and co-pay rent and living expenses, while receiving continued guidance and support from Melrose Home social workers. 

The event brought together over 130 attendees to spotlight the challenges care leavers face in securing stable housing — and what can be done to better support them.
